Moses Lake city officials say homeless activity along the Neppel Park area should begin to decrease once the city opens the new homeless camp later this year. Those private parcels are owned by the Columbia Basin Railroad but city officials say municipal crews do clean up trash from time to time. The new homeless camp on E. Broadway Ave. is expected to be open by Nov. 1.
