ROCK ISLAND – Washington State Troopers say a Soap Lake man has been cited for causing a wreck that injured two people Friday on SR 28 in Rock Island. State Patrol says 50-year-old Steven Ruiz was speeding when he rear ended a vehicle, pushing it into another car. Two people in the car that Ruiz hit were treated at a local hospital for minor injuries.
