MOSES LAKE – A second person has been charged with stealing power tools from a Moses Lake business and selling them on FB. Andrew M. Packer, 32, was taken into custody on Saturday, after Moses Lake police say surveillance at North 40 Outfitters on West Broadway Avenue shows him and his girlfriend stealing an impact wrench on two separate occasions. 33-year-old Brittney M. Watson was arrested last week.
