An Ephrata native who fled to Mexico three years ago has returned as a Mexican refugee. Gavin Siem posted a video last week showing his new citizenship status. Siem who at one time was a Congressional candidate says he left the country after a confrontation with an Ephrata police officer who took Siem’s phone and brought charges against him. Siem’s parents and other family members still live in Ephrata.
