The state senate passes a bill preventing police departments from giving officers ticket writing quotas. The measure sponsored by former Spokane Police officer Jeff Holy stipulates a law enforcement officer’s evaluation, salary or eligibility for promotion must not consider the number of traffic infractions issued or the amount of penalties produced from the traffic tickets issued. The bill unanimously passed the Senate and now goes to the House.
